More rail strikes highly likely, says union leader

The Ministry of Transport has insisted that the railway industry lead the negotiations. However, a contract that the BBC has seen said the train companies’ handling of the strike was “subject to the Foreign Secretary’s directive”, a reference to Grant Shapps, the transport secretary.
